Since you're doing that, do you want to take out the "If Mentallo was not moved during your turn" parts? Or do you think he needs both restrictions?

Looking good so far! I like that he's a counter to Puppet Master without being too difficult to counter himself. He's looking 110-120ish so far, but the army tests will be the real thing to watch.
C3G can be played with official Heroscape, but it's not recommended.
