If we were to start C3G over from the beginning, with the benefit of hindsight, I think we probably would have made Telepathy a short power like Magical Defense, maybe even applying it to Mental Shield, rather than a class. It's an odd-man out at this point, but we roll with what we've got.

He's a Criminal because that's what he was. Bad guy type and hooked up with other bad guy types. Wanted the Mutant/Criminal thing more than Mutant/Telepath because it wasn't as appealing or thematic to me. Mutant Telepath makes me think of Jean Grey and those types. He was running around with Fixer doing some Criminal stuff and that felt more appropriate, as well as wanting Criminal synergies.

Alternatively, 2015 Ronin, it might be worth cutting the language a bit to make it scan more cleanly? You could probably streamline to something like:

Mentallo is not affected by enemy figures' special powers that would prevent them from being targeted for attacks or special powers.

Or maybe do Psychic as a keyword and Mental Shield as a symbol.
