You are doing a great service here. I don't visit nearly as often as I used to, but I do peruse the front page and saw what you are up to and I like it.
I wonder if Truth has any unit ideas (unused playtested, perhaps?). I also wonder if Truth or Grungebob could write an article discussing the techniques used to playtest the official units. That could be very useful. Given your parameters, here's a unit that I like a lot. The figure used is the Terror Wight from D&D War Drums and should be less than $2 each online... Just as an fyi, when we started C3G we picked GBob's brain about playtesting standards and I think we got about all the info we could out of him without him doing anything to violate his NDA. C3G playtesting standards are based heavily on those conversations.
C3G can be played with official Heroscape, but it's not recommended.

I'm fairly certain "target" is misused when it comes to Heroscape terminology there ... Typically to "target" in Heroscape means to determine clear line of sight on a non-adjacent figure.
