Had a good battle with Street Thugs and Two-Face vs. Batman and Spidey. Standing in for the Street Thugs ... the ever-stylish Krav Maga agents. Now to figure out what to use for Beat Cops. Buying a ton of squaddies as customs can be a beat-down.

I got these guys on the cheap side before their supplies depleted. Those muggers do look like a good stand in, though.
C3G can be played with official Heroscape, but it's not recommended.

I have 10 muggers, if I need more, I substitute in some criminals or henchmen. All works out.

I have been using Icehouse Pyramids to proxy squads, but I have recently been stocking up on Star Wars minis thanks to GreyOwl's vast customs.

Muggers from the Web of Spiderman Heroclix set are really cheap guys (they're commons) that can be used.
Actual Street Thug Mugger from WoS EDIT: Bad Mugger picture, Trollandtoad wouldn't let me use theirs. Like Superheroes and Comics?

First picture won't work, either.
