Just wait, Allies can't do initials. They're usually 3 games, and I've been doing about a game a day recently, so I think I can have it by the end of the week? (Have to do Barda and Scott first.) If anyone can do it faster, be my guest.

I really can’t imagine him being under 200 personally. Like just being able to kite with the arrow power is pretty good, then he’s got basically 4 more good powers on top of that. I guess he could be 180 compared to Punisher, but that’s not really the best standard to use.

I'd say more like 210-220 because he's got a real bag of tricks, but for initial you can probably start a bit lower.

Calculator says 255 (went 3, 4, 3, 4 for powers).
C3G can be played with official Heroscape, but it's not recommended.

He doesn't have any significant team support powers or heavy synergy that would make one on one tests irrelevant, so I would start with a few of those before you start thinking about team tests and just see where he matches up at. 210, 220, 230, if looking higher continue working your way up, if he's looking in that range do a few more there to try and zero in before picking a point total for the team tests.
