How about this?
ARMORED CYBERNETICS When defending against a normal attack from a non adjacent figure, if the attacking figure rolls 2 or fewer skulls, you may ignore that attack. When defending against a normal attack, if the attacking figure does not roll a skull on every die, the most wounds Robocop can receive from that attack is one. He’s bulletproof, and in addition, unless you land a precise hit, you’re unlikely to have hit anything critical. |

Hmmmm.... I quite like that. Not sure about the 'skull on every die' thing, though - not certain that Thor should be less likely to inflict significant damage than Spider-Man.

Maybe just:

I do like making the first part just vs. range though - sells the 'bulletproof' aspect, and I recall in the first film bullets bounced right off him but a normal crime-lord chap was able to impale him with a girder in the finale. Don't think he should be too exceptionally tough in melee.

I would interpret a successful girder stab as a 3 or more skull attack
