The bolded part there isn't working. Their panic ability only triggers movement when one of them rolls defense against a normal attack. Since Civvies can't be attacked, they can't use Panic.
A proposed solution would be allowing any Unique Hero to attack up to two Civilians every round (take out the adjacency part, take out the auto destroy part). This would put some more excitement in it as to whether you'd get one or both kills or not instead of making it automatic, and it'd also tempt you to use Two-Face's Heads You Live, Heads You Die power to avoid "Panic" movements.
I also think it might be fun if you added in a gameplay aspect allowing the cops and heroes to be a bit more active in their rescue efforts. I understand why you got rid of the part about them removing civilians from the map (makes victory conditions too confusing), but what about giving them all a scenario-specific "carry" ability, (the cops at least, but Player 1's unique heroes would be cool too) that lets them drag the civvies out of harm's way?
No. Civilians don't have to be attacked for Panic to work, you have to roll defense dice for ANY figure you control.



Just let me get this scenario pounded out and tested, then you can look it over and playtest possibly. For now though, I need the freedom to fix this up. Once you set the map up and get the figure, cards, and rules out, a lot of things open up to you, and the difference between that and just reading the scenario is night and day. Give me by like Tuesday or Wednesday and I should have a product that is as close to the original design as possible while being ready for some playtesting.

Just wanted to give you some feedback.

C3G can be played with official Heroscape, but it's not recommended.

It went really poorly. I was honestly quite Pissed with how poorly the balance of the scenario was. I have tweaked it a lot, and I still have it set up for another run with my changes, but I have put a priority on the Mainframe for sure lately. However, next week should be good for me to wrap it up.

Why is there a wall on the side walk next to the road? And why was there a need to change the dirt at the end of the road to a couple of pavement pieces? (I understand the change to pavement for all the other positions as it will assist the thugs )

Now what about some feedback for the Map guys on why the scenario changes were required.

"After both players have placed their figures, they may Draft an additional 400-points of all Unique Hero's."

It should read "Heroes" there.

Looks good otherwise. I don't have Virtualscape currently to download the map and build it (nor do I have the time or space to build maps right now - I'm out of town starting tomorrow).

C3G can be played with official Heroscape, but it's not recommended.

I can work on building this and trying it out a few times. But as I have a ton of stuff going on with painting my sister's house as well as remodeling my office and other projects in my spare time, I will only be able to work on this and nothing else testing related.

Edit: Okay, I just got done building the map, which looks awesome by the way.

I have to head out for the day and likely won't be around until later tonight, if then. I'll try to work on this scenario during the week as time permits.
