My original attempt is very close to what we have on Sandman's prophetic power.

As I said in Hawkman's thread, I'm on board. The wording's not great, but the change really helps out Green Lantern, Hawkman, and the Mystery Men as a whole.

I'm still not a fan - it's clearly a wording change that exists only to apply in certain specific circumstances. It's inelegant and confusing when taken in a vacuum, which I don't think is something we want on the card of such a high-profile (relatively speaking) character.

RING RECHARGE Instead of taking a turn with this Green Lantern, you may place all previously removed markers from the Green Power Ring special power back on this card. C3G can be played with official Heroscape, but it's not recommended.

In terms of getting activated alongside another Hero and giving up a turn to recharge (rather than just being activated by an OM flex hero), you're looking at Beyonder, Martian Manhunter (II), Cecil Stedman, Hawkeye (II), Iron Patriot, Red Skull (C3G), Kang (II), Mephisto, Mojo, Ms. Marvel, Nick Fury, and Pied Piper.
In none of those cases is it really strategically more advantageous to recharge GL rather than taking a turn with someone else and attacking. I don't believe any of those would affect how he was tested as in almost all of those cases not moving/attacking would be the same as not taking a turn for how the overall turn would play out. There are small exceptions like Kang (II) where he wouldn't be able to move when being placed with the Timestream Reinforcements, so normally he wouldn't be able to recharge, but with this change he would. However, there's no reason he would've burned any batteries yet in this scenario, so it wouldn't matter. C3G can be played with official Heroscape, but it's not recommended.

Just to review, is the goal that if you reveal an OM on GL and recharge with him, you want to still be able to activate Cosmic Rod Passenger on Star-Girl and that going "instead of taking a turn" would prevent that?

Yep. Stargirl needs the Mystery Man to reveal an OM and take a turn, so if Green Lantern was recharging "instead of taking a turn", Stargirl wouldn't get to use Cosmic Rod Passenger.

Removing the OM restriction makes him more playable with Ms Marvel and other OM flex/bonding units, but I think he's slightly overcosted anyway and I don't think it will make a major change to his value. Wouldn't hurt to get some quick tests with him in those kinds of armies, but I like how it helps him in the faction. Otherwise, he's getting left out of his most thematic builds.
