I like the SP version better. That take is adding a difference between how the power interacts with other powers/rules that add spaces to Bullock's movement, and how it'd interact with other powers that add to his Move number. Hard-coding 5 in the power is cleaner.

Harvey catches Harley whiffing and KO’s her from height. That means there are no more Criminals in sight, so he doesn’t go Loose Cannon.

Unit Summary: Rough game for Acrobatic Maneuver as neither Harley nor Robin ever flipped away from an attack! Harvey was active here and got in a fair number of attacks, but didn’t roll particularly well. The one time he did, he one-shotted Harley. The restrictions on Enforcing the Law make Loose Cannon hard to set up and use but I did get a little use out of it here. Ultimately this felt close, with neither army feeling that strong. Poor Gotham Guardians never won initiative until well after Gordon fell, making the Bat Signal useless here.

• Damage Done (Normal Attack): Inflicted (6) wounds on (Joker Goons (1), Harley Quinn (4), Joker (1)).
• ENFORCING THE LAW: Tougher than I thought to get a figure engaged in order to make it a Criminal!
• OUT OF SHAPE: The uneven ground made this not quite come into play, but it was a consideration.
• LOOSE CANNON: Used for (2) extra turns with Bullock.

Unit Summary: Loose Cannon is hard to set up, but has a nice pay off if you can, especially if the dice favor you, as they did here (Fancy Shooting helped as well). Harvey was able to do some damage and the 5th Precinct Beat Cops helped keep him upright. His Criminal branding can be tough to keep up, but it’s a nice way to get some niche bonuses to pay off (like Criminal Intimidation). The dice definitely rolled in the favor of the Lawmen here, but it was probably also too many figures and too much range for the Fighters.

• Damage Done (Normal Attack): Inflicted (13) wounds on (Luke Cage (4), Iron Fist (4), Jessica Jones (2), Shang-Chi (3)).
• ENFORCING THE LAW: Hex was a good partner for this as either Hex could use his Fancy Shooting for auto skulls or he could make someone a Criminal for Harvey and Harvey could use Fancy Shooting and Loose Cannon.
• OUT OF SHAPE: He moved slowly enough with the pod of Beat Cops that this wasn’t really an issue.
• LOOSE CANNON: Used for (4) extra turns.

Unit Summary: Bullock played a minimal role here, other than being a strong attacker to bring in and lending some criminal branding synergies. Overall, the Lawmen just outranged the Assassins on a map difficult for Assassins and were able to hold their ground better. It was certainly a close enough game, but given two solid victories and a solid loss, I’m leaning towards sending him forward at 90.

OK, dig how he plays, but felt he was coming in a tad strong, so I'm bumping him to 90 and seeing how testing goes. I'd love for him, Montoya, Gordon, and some Beat Cops to make for a rounded army, so I'm willing to see his points go up a tad. If he's feeling too strong still, though, can always drop his attack to 3. But I like him as is so far.

I propose we go to Public Testing (once I have a slot).
