This passes. Lord Zed said they'll hopefully be running Man-at-Arms tomorrow, so hopefully I'll be able to post this in the public some time soon

I'm questioning whether I should have the Gotham Underworld faction here. I think this might make sense as a factionless Joker since his connections are really Arkham/Insane anyway. Not sure he should be receiving any organized crime based synergies.

Didn't get any feedback on it, so tentatively removing Gotham Underworld here (and posted him for testing). Crime Lord Joker seems like a better fit for that faction, with this guy as a generalist (unless there's somewhere else we want him).

I wouldn't mind having that faction here. Even if not his main role, he's still regularly part of the underworld and a crime boss. Could go either way though.
