I should get in a test today following the current rules. I think the easiest way to figure out a balanced scenario is to just do lots of tests.

I'm not seeing anything I would change. I'd maybe have the reinforcement start to arrive in the same rocky area that Luke/R2/3PO start out at. Bring the Snipers in as reinforcements on after round two, then maybe more Raiders in the round after that.

Ben Kenobi’s Den (Scenario)

Overall Look: IMO the entrance to the den is pretty cool looking, the 1 hex rock and sand in the middle doesn’t look the best, but nothing major

Stability: I was able to pick it up by the 2 rock 24 hexes. It bowed on the sides with height but stayed intact except for a single hex grass that wasn’t on well

Build difficulty: Easy, took me around 7 minutes to build. I had my RotV together though so I didn’t have to spend time looking through all my tiles frequently looking for the next piece

Size: Approx. 56 x 40 cm

Unit types positively affected: Tuskens, melee inside Den

Unit types negatively affected: Heroes around sand, Tuskens if Heroes enter Den

Key areas on the Map: Den, height, sand

Areas not used much or at all: around the start zones, they aren’t really there for fighting

Heroes always get the first turn (will add to OP), 2x Raiders stared on sides but only 2 at top height (they have height anyway and it’d make them further away. I will call in reinforcements whenever I feel it is necessary and note those times down
Pre-Game Strategy: Rush Luke to Den
R1
Obi moves, makes it under overhang, Luke to single hex sand ( only even ground adj) and attacks a Tusken, hit. No ambush, turn with 3, all B, intuition was used once to stop a wound. Obi moves out and engs 2 Ts, FP one away from he and Luke, atks the other, T dies, Luke dares toward Den, atks, a T, B. Ts are mind tricked. Ben blocks alcove, Luke enters Den, atks T, B. 6 man turn (only 4), 2 eng Ben, 1 just behind, 4th engs R2 and C3, 2 atks of 3 sk put 2 wounds on Ben (2 hits then 0) T atks C3 (to stop init boost) whiff. R2 and C3 leave engagement with the T, C takes a hit, R2 makes it to lvl 2 height, C3 stops between 3 hex rock and 7 hex rock. Reinforced by 6 Raiders all start on top 2 height levels (will add that rule to OP)
R2
OW FPs, atks a T, 1 sk v whiff, T dies, L atks, hit. Ts roll 1. O sits, L atks, T dies. 3 man turn, 2 Ts eng O, 1 R2 and C3, O Bs, C rolls 1 shield to only take 1 hit. OW FPs, atks T, O kills T, L kills T on height, leaving 1 2 spaces from O. R2 and C3 LEA, C3 dies. Reinforcements are Snipers. They outrange and are too far away to be Tricked. R2 also stopped on sand so some Raiders might come back.
R3
Raiders ambush R2, hit, 9 man turn, forgot JMT, 13, R2 boost to 14, no ambush or hit, worth the risk for R2. OW rushes out, FPs sniper onto rock, atks, 2 sk, 3 sh, L atks same sniper, hit. OM 2 on Ts, OW is 2 spaces from, no JMT, no ambush, 9 man turn (only 5 left) OW dies from 3 attacks, R2 takes 1 hit, L Bs. OM 2 lost on OW. Snipers attack R2, 1 moves to see L, R2 lowers the roll by 1 to stop TCR, Bs, next TS rolls a 4, R2 Bs. OM 3 lost on OW, R2 moves, ½ LEA hits. No reinforcements.
R4
Init roll die first time. L atks TR, hit, frees up alcove. 9 man turn, (only 4 left) 4 circle R2, is eng to L too, That TR is in alcove, a 3 sk atk kills R2, L Bs. Luke Dares around to the side of the Den, TS can’t see him, L atks TR, hit. TS move towards den, 1 makes it to alcove. L engages TS the other 2 TSs can’t see him, atks, hit. OM 3 on TS, they eng Luke, they atk, 1 hit, L removes OW, 1 hit. No reinforcements.
R5
TRs lose turn on a 2. L atks TS, whiff. TRs lose turn on 3. L atks TS, B. TS atk L, both B. L atks TS, B. No reinforcements.
R6
Init tie. L atks TS, hit on whiff. 3 man turn, 2 TRs eng L, 2 whiffs. L atks TS, hit on whiff. TRs lose turn on 4. L atks a TR hit. OM 3 lost on TS. 2x TRs join the fight.

9 man turn (only 3 atk L, 1 hit from each attack. L dies.
Thoughts: Maybe just do the scenario with 3x TRs and 1x TS either no reinforcements or 1 set at a specific time.

The only thing I can think of is when Anakin rescues his mom, so I agree they might be best served released with the scenario.

That's what I mentioned before, They are shooting at the Pod Racers, that is the only spot you really see them using any guns.

Tusken Snipers target R2, 1 for TCR, 3 skulls, 9 for Luke's I’m Here to Rescue You, Luke, R2, and C3 move, Tusken Sniper atks Luke, 10 for TCR, 3 skulls, 14 for I’m Here, Luke, R2 and C3 move, Tusken Sniper attacks Obi-Wan, 17 for TCR, 3 skulls, 1 hit, last TS same, 8 for TCR, 2 sk, 2 hits.

This was the most balanced game I have played yet. I think as long as the TRs can keep Luke from reaching the Den that soon it would work best without the reinforcements.

Do I need to call for a a vote or something before asking for playtests?

Yeah you will need to call for a vote to move it into public play testing. Hold off a few days before you do so though so everyone can get a chance to look over what you have and process it all. They may have some thoughts or ideas to contribute that make it even better. I still need to look over your last tests as I just have not had the time yet to give them a real thorough read through.
