I don't think he needs flying at all, since he's likely not going to be zooming up 50 feet into the air as a gas. I envision him using gas to flow in and around other figures, which is represented as phantom walk in 1-marker. That said, I don't mind flying always-on that much.

I mean, he definitely can fly. He can turn himself into about anything - the Wikipedia entry for him mentions "a cloud or a spring." That tells me he shouldn't be stuck as a ground pounder.

Fair enough. I'm a little worried 1-marker phantom walk won't get any use, but disengage is useful enough in my mind.

I think Flying should be tied to a marker, otherwise he can fly as a gas with 4 markers but nobody else can move him because he's so dense and solid and he hits like a ton of bricks?

To be fair I haven't weighed out the pros/cons of every marker power and situation, so I'm ultimately flexible to whatever makes the most sense for the design mechanics. I'm just speaking for the character himself, I believe he flies with whatever state he is in unless I am mistaken, so always on makes the most sense. But mechanics should take precedent whichever direction that is.

The mechanics are easy to tweak either way. It’s all about how folks prefer he be represented.

I originally proposed for Flying to be always on since he can't change markers on defense. If he has say two markers on his card and Shocker knocks him off a cliff he should be able to simulate the ability to save himself from the drop.
Would I want it to be everything I love...sure...but that's just not realistic so I'm going to focus on finding things that will make me unhappy and work on fixing those. |

I don't know how accurate that JL cartoon episode is to the comics, but I just watched the whole episode and I only saw him technically fly once and that was while he was a gas and floating away a few feet off the floor rather then soaring high into the sky. He turned into a spring when battling MM in the air, so his feet were still on the ground but his body and arms reached up pretty high. John Stewart Basket Carried him from the lab to the city though when they needed to travel together quickly to face Synthoid. He later turned his hands into pick axes so he could climb up the side of a tall building. When knocked off that building he turned an arm into Mr. Fantastic and stretched up to grab a hold of the top of the building to stop himself from falling, then pulled himself back up. Seems like he can't really fly at all to me, except when he's a cloud of gas and then he really only hovers above the ground. His rubber stretch arms and spring coil move give him the ability to move up to higher ground easily though. The whole pick ax arm building climb suggest those are limited to a few stories though (10-20 feet?), anything higher up and he has to climb it. Not sure why he his gas form can't just fly up the side of a building but he doesn't use it for such an action so apparently it's bound to the Earth in some fashion. Maybe at higher altitudes the gas begins to disperse on him and he can't maintain the gas form or something? What ever the comic book science cause, he doesn't technically appear able to fly at all in the sense we use the flying power in C3G. He should be able to Stretch Walk like Mr. Fantastic does though so any short to medium changes of elevation on a scape board shouldn't slow him down.
