Big Update
Okay, so the first kickstarter didn't look like it was going to reach the funding goals. They cancelled it and restarted with simpler goals and a lower target. It's even better for out purposes too. Now you can buy singles, so we can focus on the sculpts we want. Also, $25 gets you a whole set of 8 minis with alternate paint schemes as a bonus. We could use the repaints as bonding heroes. Each mini is 2-3$, which IMHO is in the range for consideration. Each squad of 4 would go for $11, and shipping is a flat $15. So.... $59 total will buy you 4 squads of four pirates each, plus a set of 8 alternate paints (including each pirate sculpt, a ghost dog, a mermaid, a giant mushroom, and a huge water elemental that might be too big for a peanut base), all shipped by Auggie. Again I'll include my bias, which is to support Auggie as he has supported out community. Kickstarter goes for another month, but of course early pledging is better. One possibility would be to have the pirate figure as a bonding hero for a squad of three. It would lower the price of a squad from $11 to $8.

I was thinking the same thing. The Ruffian, Deckhand, and either the Pirate or the Dame would be a squad of three, the remaining human figure would be a pirate captain hero that bonds with the squad, the Ghost Hound and the Jellyshroom would be common heroes, and the Mermaid would be a unique hero. That water elemental is too big for any base, although it could be cool for an ocean scenario.

The water elemental might fit on 7 hexes of water, could be a cool terrain thing, or be like the hive, and control and rebirth water elementals!

At the $25 Tidal Wave pledge level, you get a full set of Tidal Wave, plus a second full alternate paint scheme set of Tidal Wave. 16 Pre-painted minis for $25? A three-figure pre-painted squad with different sculpts? The last time we saw that was...Hasbro-era boosters (discounting the Rackham closeouts).
With the Ruffian/Dame/Deckhand as a pirate squad, and the Captain figure as an Un/Common Hero, that would utilize both copies of all four sculpts. The squad could have different options like the Axegrinders, depending on whether or not they decide to bond with a Pirate Hero. The Persian crossbowman from the first stretch goal could be a pirate with a ranged attack, but there's another Persian in stretch goal #2. The Water elemental would probably fit on a triple-hex base, though movement rules would need to be clarified. Probably lead with a front point, choose a second point to trail, and the third point just follows along, like Nilfheim's wings. I don't see the mermaid as being movement-viable beyond hexes adjacent to water spaces, but she could have some kind of "Siren"-like ranged attack that forcibly draws targets adjacent to her, if they were in a water space she'd get an attack bonus to drown or stab them with her trident. If the Kickstarter Tidal Wave is fully funded and C3V does a pirate squad, then don't assume that we would limit the squad to only figures in this package.
