Though, honestly, given his bio and how even the Caesar couldn't reign in his bloodlust, perhaps 'must' would be a nice theme nod.

There's a post from Rÿchean somewhere (I want to say in the GIE book about Ice Cold, or perhaps in the Estivara book about cloud of darkness) where he discusses the distinction between triggered powers and always on powers. I don't have the time to dig it up at the moment but I'll take a look later. It doesn't make the argument above explicitly but I'd argue it's implicit that an always on power is, well, always on.

EDIT: I lied, it was easier to find than I expected so I dug it up now. Here's the relevant post, which may or may not satisfy the question in your mind.

I definitely agree with TheAverageFan. The deathstalkers wouldnt want bonuses from like concan when trying to use maul.
