Lex lost the weird 'mind shackle things for a turn and have them punch him' trick so like.. he doesn't serve any purpose now.

I've never gotten much out of this guy either. For a 200+ Criminal I'm almost always gonna take Absorbing Man or Venom, or even Metallo if I'm really trying to counterdraft against Kryptonians. It looks like he has solid longevity with his 2nd and 3rd powers if you surround him with a bunch of Street Thugs or Bodyguards or something, but it doesn't at all look worth it.

Probably so, yeah. I'll preface this by saying I've never actually used either figure, but for 10 more points Metallo looks like he brings more. Attack 4 at 280 is not very appealing, and his powers don't seem too great.. Metallo's powerset seems much better for fighting a Kryptonian, although he's not taking home any "best in class" trophies either.

It’s early for him, but Chimp is real solid.

I think he's interesting and tricksy and that more clever competitive minds than mine can probably do cool things with him, but I struggle to do terribly much with him.
