I'm not really sure Foggy needs to be a 3 power card as an add on to an add on design. I'd probably drop the third power because it's going to raise his cost significantly. You are giving any Hero bonding which is going to be worth way more than 40 points on its own and not really that thematic for Foggy in my opinion.

What if Professional Referral was dropped from the card and my proposed Exoneration power was folded into Nelson and Murdock?

Could you write that up? That's a fair number of moving parts, so hard to see what it'd look like.

I'm a fan of axing Professional Referral and making the whole Daredevil connection part of whatever you do with Nelson and Murdock. I'm not sure the initiative boost is needed, so I think there's a fair amount of flexibility as to the effect you could include after the bit about their clients.

Here's an idea getting rid of the Professional Referral power and the Initiative Bonus from Nelson and Murdock. Nelson and Murdock is more about protecting the Client now. @IAmBatman

NELSON AND MURDOCK
At the start of the game you may choose a Unique Hero you control to be Foggy Nelson's Client. If the chosen figure has also been chosen as Matt Murdock's Client, it now has the Class of Citizen in addition to what is listed on its card and its Class may not be changed or modified in any way by any other special power on another figure’s army card. If an Order Marker would be removed from the Client's card, you may choose not to remove it. When rolling for initiative, you may add 1 to your roll for each Order Marker on the Client's card.

CRIMINAL DISCOVERY
Before rolling for initiative, if there is at least one unrevealed Order Marker on this card, you may choose an opponent's Army Card. That opponent may allow you to view all unrevealed Order Markers on the chosen card. If they do not, for the remainder of the round, all figures for the chosen card have the Class of Criminal in addition to what is listed on the card.

PROFESSIONAL REFERRAL
After revealing an Order Marker on the Army Card of a Client figure you control, instead of attacking with that figure, if the Client figure is engaged, you may take an immediate turn with any Unique Vigilante, Crime Fighter, or Fighter figure you control. During this turn that figure may only attack a figure engaged with the Client. You may not take any additional turns with other figures you control.

Basically they protect the client against defamation like JJ calling them a Menace? A bit niche in effect, maybe, but could be interesting. Are the benefits of making a figure a Citizen desirable here?

The benefits of being a Citizen are pretty small.

Yeah, you can be moved instead of a Civilian moving normally and that is about it?
Celebrities get a bonus against you.

Also +1 attack against a Menace from JJ, +1 attack versus a Mutant from Reverend Stryker, and can be incited to move with a riot, but not attack with it, from Anarky.

I have no problem removing Citizen and just keeping the Class change block.
