Or even just if he attacks a figure he wasn't engaged with at the start of his turn. So he can still buzz past the bodyguards to go after the main target.

Thought the criminals could use a speedster, with the glyph stealing and Sense stopping, this guy could prove a nightmare for street level heroes. [Spidey, Bats, and DD watch out!]

THIEVING SPEEDSTER/“S’MATTER, TOO FAST FOR YA?”
Speed Demon may move through all figures, never takes leaving engagement attacks, and does not have to stop his movement when entering water spaces. After moving and before attacking, if there is not a glyph on this card, you may choose a figure that Speed Demon moved through this turn with at least one Equipment Glyph on its card and place a glyph from that card on this card.

SPEED CYCLONE SPECIAL ATTACK
Range 1. Attack 1 + Special.
Instead of moving and attacking normally, choose an adjacent figure to attack. Move Speed Demon up to five spaces before attacking. Speed Demon may not move onto the same space twice, and he must remain adjacent to the chosen figure for the entire move. Add 1 die to Speed Demon's attack for each space he moved onto during this Speed Cyclone Special Attack. In addition, if the chosen figure is not huge and rolls no shields against this special attack, you may place that figure on any unoccupied space up to 2 spaces from its original placement. A placed figure never takes any leaving engagement attacks, cannot be placed closer to Speed Demon than its original placement, and will receive any falling damage that may apply.

SINISTER STRIKE
If an opponent rolls the 20-sided die for a figure attacked by Speed Demon’s normal attack, you may subtract 6 from or add 6 to the roll.

That's pretty cool. If you're going away from Super Speed in the first power, I'd consider cutting the extra movement spaces after taking a turn to help streamline it a bit.

Interesting. Unless you're in a match with someone with an Investment Marker, though, I think it's still (just) worth positive points, though.

You basically get two values out of it beyond just its base stats so far as I can tell:

1. You can run him into enemy figures and tie them up in engagement and make him annoying enough to deal with that

2. You sort of force the opponent to take at least one turn with him (wasting what they might otherwise do) so they can attack and eliminate him

Now if they can easily take full control of him (though still at the cost of an Investment Marker) that might change things, but I'm not sure he's quite worth negative points outside of that match up. Maybe 5-10, though.

I think there needs to be a way for opponents to obtain an Investment Marker.
Maybe giving up a player turn or getting into your SZ.

Could add something like "This card starts the game with X Investment Markers... whenever an opponent reveals an Order Marker on this card they may place an Investment Marker from this card onto the card of a Unique Hero they control." onto the first power.
So either anyone could easily gain permanent control or in the rare case mine him for cash if for some reason it's more beneficial, like he's hijacking money/intel/something from you for Bruce or Penguin or Shaw.
He could also have Agent synergy fulltime for the other side with OM reveals.

BRUTAL BEATDOWN
After attacking an adjacent figure with Quan Chi’s normal attack, if that figure has 1 life remaining, you must remove all unrevealed Order Markers on this card and destroy that figure.

SKELETAL BOOST
Start the game with a red and blue Skeletal marker. Once per game, before taking a turn with Quan Chi, you may place a Skeletal marker on this card. While the red Skeletal marker is on this card, you may add one automatic skull to whatever is rolled when making a normal attack. While the blue Skeletal marker is on this card, after taking a turn with Quan Chi, you may remove a wound marker from this card. If Quan Chi receives one or more wounds, remove the Skeletal marker from this card.

NETHERREALM NECROMANCY
Once per game, after an opponent’s Unique Hero within clear sight of Quan Chi is destroyed, you may reveal the "X" Order Marker to take control of that Hero and its Army Card, place it in your Start Zone, and remove all Wound Markers from its Army Card. For the rest of the game, that Hero's Species is now Undead instead of what is listed on its card. At the end of each round, the player who controlled that Hero may roll the 20-sided die. If 17 or higher is rolled, control of that Hero and its army card return to the player who controlled it before Netherrealm Necromancy. Netherrealm Necromancy never affects Undead, Androids, Constructs, or destructible objects.

MAGICAL DEFENSE
When Quan Chi is attacked by an opponent's figure that does not have the Magical Defense special power, the most wounds Quan Chi can take for this attack is one.
Four powers is a lot, so I could see one being dropped. Brutal Beatdown might be a lot. Also just noticed Shang Tsung doesn't have Magical Defense, must of been a lot going on for him as well. It'd be cool to get the Deadly Alliance going.

Hmm, so in practice seems like the best move for the drafting player is to take him along with someone like Penguin (II) who just wants extra Investment Markers. And the best move of the opponent is just to reveal Order Markers on him three times to grab all the Investment Markers, then take permanent control of the figure. Although he probably won't even still be alive, because the other thing the opponent should do is start zone bomb you with those double attacks and try to take out your key figures on those Order Marker reveals, which means after the first Order Marker reveal you're going to go hard at trying to kill them.

Thanks for the insight Bats! I think I made it so only opponents can get markers and buy loyalty, can Penguin or someone still snag them if you were to draft this guy?
