I don't see it happening in 2008. Marvel has both Iron Man and The Hulk being released next year. There is no cast and no director attached. I also can't picture someone going in there and spitting out a script that everyone will sign off on in order to get it released next year. It appears that it will get made sometime though based on this supporting article.

Nick Fury would play an important role in that movie, if they follow the Ultimate storyline. It has been stated by Marvel execs that an Avengers movie will not get made until the Hulk, Iron Man, Captain America, Thor, and Ant-man are released. I'd say those five movies are Marvel's primary concern. The following is a link from a Marvel Studio rep saying what's on tap. I'll bet we see a full on Avengers movie in the next five years. I'd also wager to bet, Nick Fury lands in MarvelScape expansion. Probably not 9thDoc's preferred version, but a Fury all the same.

i hope the fury movie goes like the max mini series.
ennis wrote agood standalone story, with a sarcastic fury , als old bad as. some gore scenes at the end but a good story for nick will be hard. he had bno powes he is only a soldier,. in all chases s.h.i.e.l.d has a hard mission to stop a war.
