That's correct, the pilot has to be on the board to use that. Basically anytime the card refers to D.Va, it means the pilot. If it refers to the other design, it will say D.Va's Mech or her Mech.

I'll add something in the FAQ to clarify that.

FAQs need to be voted on by the Rules Team so they remain consistent and we don't have conflicting rulings. I also don't see the need for one here. It works how you intended already.

C3G can be played with official Heroscape, but it's not recommended.

An alternate source for the same figure used is Classics (Iron Man & Black Widow Battle Pack) #2-08 / Black Widow.
