I concur with d20 breaking all disputes. In other games there might be a stack, a priority queue, but in Heroscape, the 20-sided die resolves such issues.

also i feel like it needs to be clarified as to the start and end point of a figure being affected by entangling roots. is it till it next moves? or poison ivy moves away? or end of the round. also would it be worth her having some entangled markers or something to keep track of who is and isn't entangled?
maybe im thinking into this to much. |

I think you want to focus on that last sentence in your post.

It's not like Stuck on Blob's card where the figure can't move at all.
Example: Player 1 OM1, Figure A (Range 1) moves onto a grass space within 2 spaces of Poison Ivy, and is affected by Entangling Vines, so its movement stops. Player 2 OM1 on another figure in Ivy's army. Player 1 OM2 on same Figure A. That figure can move to next grass space adjacent to Poisin Ivy and be affected by Entangling Vines, so its movement stops. Figure A may still attack Ivy, because Entangling Vines only ends movement phase of its turn. Hope this helps. |

They can't. The affected figure is still affected even several rounds later, as long as it still meets the criteria (type or location of space, within 2 spaces of Ivy).
