Yep, agree with the "at least one level" but not sure about the dropping of "occupied" as that is an official HS term.

I left all the intention as it is, but I thought it would be nice to let the additional attack be different from the first if Prowler so chooses. This is an " Arsenal" special attack after all.

Yep that wording is better, although I am not liking the word "have", as it doesn't feel HS'ey. Also it was intentional that he have to use the same attack as I was seeing him throwing 2 of what ever the choice was, so 2 knives, 2 flechettes, or 2 small explosives at a time, but the HS mechanics aren't really up to doing that hence the additional attack of the same option. But it is "themey" & if we can't make it work then choosing all over again is fine.
