You could enforce the 'only if there's only one player with figures there' thing like the current rule is doing, but wouldn't matter for the test games, only in 3+ player situations, and this is probably a bit better for that. |
If nothing else, I think doing it like this would be preferable to effectively banning certain armies that wouldn't otherwise be an issue.
