Q) Thugs do not get the dice benefit on road / castle hexes just on asphalt and concrete? I allowed the bonus on the road / castle hexes as a house rule...

A) Yes, you are correct. Thugs do not get the "Rule the Street" bonus on any type of terrain except for Asphalt and Concrete.
C3G can be played with official Heroscape, but it's not recommended.
