I went ahead and checked a few Books to determine this one...

A Tagawa Samurai does get the experience marker for the destruction of a figure by a leaving engagement attack. This indicates that leaving engagement attacks are controlled by the attacking figure, which does indicate a target. The Knights of Weston also state that the knight itself rolls the attack dice for leaving engagement attacks. A leaving engagement attack, to me, is most similar to a version of Pelloth's Lolth's Wrath, except that it breaks the holy rules of turn interruption. All three of these examples indicate that figures are in control of the leaving engagement attack, and have to target the affected figure.

Although you actually roll the dice. So... That's something.
