Yep, this is one of the main problems with Heroscape language - "move" refers to several different things, between a move phase of your figure's activation, move actions it can take both within that phase and out of it, and other abilities that move figures against thei will.
This is one of those muddy areas we tackled head on in C3G 2.0 and created distinct terms for so we could sort these things out. Seems crazy to ask the end user to use an ability to move their figure but not use a "before moving" ability they have when they do.
