We could lessen the effect of Apathetic like so:

i think that would still restrict him even if used his teleportation move with Infinite Being (rewritten below to include Molecular Telportation):

Before rolling for initiative, you may reveal the "X" Order Marker on this card. If you do, you may view any Order Markers on your opponents’ cards and then rearrange any unrevealed Order Markers on Army Cards you control. While the "X" Order Marker is revealed, instead of moving normally, you may place Doctor Manhattan and any adjacent figures on any unoccupied spaces on the battlefield. Figures moved by Infinite Being never take leaving engagement attacks.

RECONSTITUTION
After rolling for initiative, if Doctor Manhattan is destroyed, you may place him on any empty space on the battlefield and remove 3 Wound Markers from this card.
