A more recent example is the worst army online event from 2019.

Fully utilized power, means that every option and every maximum possible power must be able to be in effect. If a power lists options, you must have both options. If a power lists an upper limit for allied figures, you must have that maximum:
What about Hatamoto Taro?
If you select Taro you must have both a samurai AND an Ashigaru army card in your army.
And Kato?
He's a toughie, but you would have to have ALL his minimum qualifications to meet the requirement. That means a unique samurai hero, a samurai squad (2 if common), and a squad of Yari and Harqs (converted then to 2 squads of each)
Explain to me about Elf Wizards?
Well to get the maximum effect, for example, if you select Cardris who has a maximum of +3 as his full effect power, then that requires 3 more elf wizards drafted into your army.
Acolarh?
Do I need an elf AND a different Ullar figure. Nope. Any Ullar elf would satisfy both power conditions.
Does Kelda require at least a 3 life figure in order to play?
You know what? It's my tournament and my FAQ, so go ahead and play Kelda with some 50+ point 1 and 2 life unique heroes. I'll allow it!
