That's because she isn't meant to be played with the Krav.

Skahen looks to be a very thematic character in play style as well as appearance. Her role is exactly what the card implies: to provide suppressing fire for those units whose mobility isn't quite optimal. The Krav can clearly take care of themselves, but the Nakitas tend to get shot full of holes while they're trying to keep up with their allies. Skahen can "Cover" for their unimpressive movement (their primary weakness), earning her points and the Nakitas' simultaneously.

But if you're trying to provide tactical support to units who can move out and attack all on their own, you're just wasting order markers that would be better spent on those units themselves.

Whatever does not kill me has made a tactical error.
