With all of his spots, thematically I feel he should be near on touchable, and mechanically if he has all of this spots of his card, he has pretty much no offensive output.
EDIT: Maybe 16-20 ignore the attack, 21+ they punch someone else. This way, if he has all of his spots, it's a 4-8 ignore the attack, 9+ they punch someone else.
