Not sure what you mean by passing swipe. If you meant another figures movement, obviously he doesn't move on another player's turn; if you meant while he is moving, yes, he should be able to switch, but powers that would cause him to switch should also make him stop. (Thinking of War Machine and Blob here)

I mean if Billy is moving out of an engagement and successfully gets hit by the leaving engagement strike, does the Shazam happen on the space he was engaged, thus possibly hurting the person he left engagement with, or does it occur on the space he is moving to?

LEAs are always considered to have happened on the space they just left from, in which they were engaged.
