To clarify on moving between stages:
1. Anyone can propose a vote moving forward?
2. Submission to Discussion is just a matter of the last thing being wrapped and it being the next thing in the queue, no vote required, just an automatic move, yes?
3. After the Discussion phase, are there basically two paths we could vote for? Path A being "just a misunderstanding, no changes needed" or Path B being "possible need for changes"? Or is that something that's going to be decided one way or another in the Research and Clarification phase?
4. There's no formal vote to move past the Research and Clarification phase, correct? It's just someone feels comfortable putting up a suggested ruling vote and we move right to that vote once a proposal is made, yes?
If so, sounds like a fairly straightforward process, with only two votes, one of which only takes 3 yeas.
