They are at the same time; this event will run 1 pm - 5 pm and PulseCon is supposed to start @ 2:15 pm.
I suppose you could listen in through one of the streams while playing, but I was probably just going to read up on key announcements after (although some will probably get shared around our tournament as the day progresses also).
