That is a good assessment. I would start by General and see how that goes. You may find something else works for you as well.
All the cards are available here to print so once you have an understanding of how things work you can print more cards and use whatever figures you have.
We used to randomly select our figures/armies.
I have some lists on here somewhere that you can roll on and it tells you what figure you get. I made a few that had pre-made armies as well (mostly the newer D&D stuff).
There is a thread that has a bunch of pre-made army lists.
M1mring's Mighty Minis or something like that.
