Forgot to ask, but why do you feel that about the bolded part? Folks have mostly said so far that they think the power effect is too weak or limited. It certainly seems that folks think it's less powerful than Martian Manhunter's use of the markers, which is capped at 7.
C3G can be played with official Heroscape, but it's not recommended.
