Bio:
Toots Milloy is a female private detective who lives and works in Mega-City One. She would be good enough at her job even if she didn't have a slight 'edge', but as it happens, she does: she's a witch, with genuine magical powers. She first encountered Judge Dredd when her search for a runaway wife led her to discover that the woman had been murdered by a bogus witch cult run by a woman named Samantha and her accomplice Darren. Toots assisted Dredd in stopping the pair, and Samantha (who operated her various supposedly magical devices via an electronic implant in her nose, which she had to twitch in order to activate them) was impaled on her own remote-controlled flying broomstick and killed. Toots, who used what seemed to be real magic to save herself, then vanished but has encountered Dredd more than once since then, including one occasion on which she helped him banish a demon (2000 AD prog 1567), and one on which she lured him to her apartment to protect her from a rival witch (2000 AD prog 1818). Dredd, however, remains unaware of the truth about her abilities.
