If you want to get multiple squads, it's going to cost what it's going to cost (still at $1 a figure, that's only $3 a squad for cops, or $12 for four squads - not bad compared to Heroscape prices!). That Batman is definitely available for cheaper elsewhere - just keep looking. strikezone.com is another good one.
C3G can be played with official Heroscape, but it's not recommended.
