Updated the OP here since Lob was Ok with me pushing this forward. Couple of things to talk about though re rules.

We are altering the Vehicle rules to allow for attacks on Gundams and Tanks anyways, so we can tweak them to allow non-vehicle DOs to be occupiable, or we can simple add a line that says Vehicle DOs with a move of 0 can never have their move increased by any rule or special power not on their card. (so you could design something with move 0 that set it's own move if you wanted) But that would mean we wouldn't have to put Immobile on every DO we wanted to be occupiable without moving.

That's the toughest part here so I'd love Heroes to weigh in.
