The water tiles along the edges are the way to go. Figures with water based powers should have access to water. Map design is pretty cool. I'd consider playing that same map two different ways, one with the 16 shadow in the middle and 16 water tiles along the edges, then one with them swapped so you have a little pond in the middle of the map with shadow tiles along the edges.
