This guy is the definition of streaky! Best competitive advice is to roll the D20 well!

He does like the Street Thugs to help him get something out of an Order Marker when he's not hitting his rolls, but there are better options in general for the Street Thugs, so he probably doesn't rate highly from the competitive angle.

Rushing him into a crowd and using Heads You Live, Heads You Die with a D20 manipulator backing him is probably your best bet competitively.
C3G can be played with official Heroscape, but it's not recommended.
