It's not 100% consistent, but other than "Agent Hunter" - who doesn't have an actual name! - it is pretty consistent across the board that we don't use "Agent." The only time we usually use titles like that - and there are exceptions! - is when it's part of a "superhero ID" in the way agent isn't.

Like, we do use General Zod, because just calling him "Dru-Zod" would be weird. But we don't call him "General Ross," we just call him Thaddeus Ross.
