Latinfury got me thinking about the Judges so I figured I should go ahead and workshop them a bit.
Bats and the ERB have issues with any future designs being dual classed as a Telepath. So here is my Telepath version of Anderson.
I am considering going with I Need Back-up, for the first power but making it activate when she attacks and misses a figure.

After revealing an Order Marker and taking a turn with Judge Anderson, if she inflicted one or more wounds on an enemy figure, you may immediately take a turn with any other Unique Telepath Hero or Judge figure you control.
PRE-COG FLASH
After an opponent reveals a numbered Order Marker on the Army Card of a figure they control, and before a turn is taken with that figure, you may move Judge Anderson up to 5 spaces. When moving with Pre-cog Flash, Judge Anderson will take any leaving engagement attacks. Pre-cog Flash can be used once per round.
ENEMY OF DEATH
Judge Anderson rolls one additional die when attacking or defending against an Undead figure.

Like her mythical namesake Cassandra (the sister of Paris of Troy, who seduced Helen), Judge Anderson has psychic powers. In addition to being able to sense approaching danger and foresee events of the near future, as did her namesake, she also has telepathy. This allows her to read other people's minds and use mental attacks. These abilities allowed her to be a member of Mega-City One's corps of Judges as member of the Psi Division, which includes all Judges possessing psychic abilities.
Originally appearing while the city was facing the first attack by Judge Death of the Dark Judges (a group of undead Judges from another dimension who seek to destroy all crime by destroying all life) she was instrumental in stopping the attack. Despite her efforts to end their threat, which even included exiling them to empty pocket-dimensions, the Dark Judges always manage to return eventually, ever determined to fulfill their mission. Though both sides claim it as their mission to prevail, in time Anderson and Death have become personal enemies to each other.
Meanwhile she has become a prominent member of her Division and has gained the respect of Dredd, despite their differing attitudes. For instance, in the first encounter with Judge Death, Anderson eventually resorts to volunteering to become entombed in 'Boing', the tough but porous material, hoping to keep the fiend contained within her own body. As a result, Anderson was held in state in a place of honor with the designation, 'The Supreme Sacrifice'. This lasted until the Dark Judges have her freed to release their brother and she returned to active duty.
For Hershey I was thinking she could have a Psi-Judge recruitment power.
I am not sure if it will fly with the ERB either. If not I think I might try an Initiative boosting power.

Range Special. Attack 7.
Reveal an X Order Marker on this card before using this Special Attack. Choose 7 spaces in a straight line from Hershey. All figures on those spaces are affected by this special attack. Roll attack once for all affected figures. Roll defense dice for the figure closest to Hershey. If that figure receives a wound, roll defense dice for the next closest figure. Continue rolling defense until no wounds are inflicted or all affected figures have rolled for defense.
CALL FOR BACKUP
After taking a turn with Judge Hershey, you may move any number of Judges you control up to 5 spaces each. Any Judge moved this way must end its move adjacent to Judge Hershey.
(I am not sure if I can re-use this power like this. If not I would lean towards something like this:
