There was a hot minute in the early days of C3G where we thought this guy might be overpowered, but subsequent heavy hitters have brought him back down to Earth!
He's definitely a shark, where you want to activate him frequently and let him go to town offensively. The Omega Effect is tempting, but seems to backfire about as often as it helps you, so the more competitive play unless a special attack is really needed is to try to engage with Imposing Presence and wail away.
That Move of 4 keeps him in check and forces him to use the special attack more than he might like to otherwise, but flying helps.
C3G can be played with official Heroscape, but it's not recommended.
