You can delete the second commas of the first and third sentences of Pirate Code.
For this section:
"If Yondu attacked and did not inflict a wound on an enemy figure, choose an opponent to move an order marker from this card to another Pirate army card you control."
Does that clause only apply when he attacks on his turn? Or if he were somehow given an out of turn attack, would it still apply? If it's the latter, I'd change to present tense "attacks and does not".
Looks good overall! Should be fun. Make sure to update the thread title when you do call a vote (technically you're in the Design Phase now, but doesn't terribly matter until you move into VOTE for Initial Playtesting).
