The theme is really cool, tax evasion = points cutting. I only worry about how ideas like these play out when scaled. In a 1000-1200 point army format you could get a general idea of how many cards you could get at a discount and thus the general points value of that kind of savings. But then when someone plays that card in a 2000-2400 points game format, suddenly the number of cards you can get the discount on doubles. Play at 3000 points and it's even a better value.

The flat bonus points idea seems like the better play for countering the scaling issue, but then that has it's own set of oddness. If the bonus points are fewer that the card you are drafting to get them, then why not just lower the cost of the card that many points? If the bonus points equal the cost of the card, that's a 0 point card and shouldn't be providing any thing else. Even the 10 point cards have value in absorbing at least one attack to get rid of them. If the bonus points are more than the card you are drafting is worth, then you are just giving one team more points and that runs counter to the whole idea of teams balanced on a point total. That is unless the card also comes with a negative effect to balance out the points advantage.

All this plays more into the discussions we've had about team draft, scenario draft, or figure less cards rather than a traditional figure card. I think the points savings mechanics has a place somewhere in our game, just not sure a figure card is the best place for it. Seems real tricky to balance.
