For 980 points you could also do an X3 style army:
Trask
Sentinels x 4
MRD Trooper x 6
Leech


I still might be misinterpreting the rules, but Mutant Detection appears to allow a Mutant on your own team to give the initiative boost.

You can have Trask protected by Leech, the Sentinels posted within 4 spaces of Leech to give +8 each round, while Trask sends out the Troopers to deliver the Mutant "Cure."

There could be a better Mutant to go with in your army than Leech, but he's thematic and Negates any Mutant trying to assassinate Trask.
