I don't think this is a horrible idea. I agree that it would add a fun challenge to army building. I even think a 'wave 7 and later' tournament could be fun once at least wave 9 is out. Of course, I wouldn't be in favor of a block-style tournament being the norm, but for a diversion I definitely think it could be fun.
