Yes, it is supposed to give him a Defense boost against everything as long as he is engaged, similar to the Mohicans' Battle Fury. Ergo Gimli wants to be engaged as often as possible to be protected against ranged fire and Reach. Him being at his best while in the thick of combat seemed thematically appropriate.
