Each moved figure would be open to swipes when it was moved. That's not too tough for me to parse. But I'm fine with it being allowed or disallowed, so long as it's clear.

Knowing @Griffin I'm guessing the intent was for leaving engagement attacks to be allowed.
C3G can be played with official Heroscape, but it's not recommended.
