It is concerning a C3V glyph. The question could easily be asked for Nicholas Esenwein too for additional C3V flavor, which also adds if the newly created Thrall is affected by the glyph's fiery aura in that same turn.
For Rules As Written I'd say the answer to the initial query is Yes. Life Drain procs off any figure destruction. I feel like there's some thematic weirdness with it though.
