Deadly Strike isn't really appropriate for the power - they're not strong kicks, there's just a lot of them. If anything, they should be counting for half a hit.
3 with a cap is workable, if inelegant - I've always found those sort of caps disappointing, because it's negative variance (you can only underperform compared to that number). I'd rather a straight four attacks spelled out on the card in that case.
